The statement came days after search crews located human remains in a wooded area behind the Reserve at Redwine Apartments, close to the area where Samuel was last known to have been.
The discovery followed weeks of searching by law enforcement, volunteers, and private search organizations. Samuel disappeared on April 29 after leaving the Camp Creek Marketplace area. Surveillance footage reviewed by investigators reportedly showed him walking away from two friends and did not indicate that he appeared distressed at the time.
Authorities later traced his cellphone to an area near Redwine Road, prompting extensive search efforts.
